ARE you missing someone from one of the Census returns?  Take a look at this list of convicts from Manchester and other parts of Lancashire who were incarcerated in Millbank prison at the time  the 1851, 1861 and 1871 Census returns were taken. If you are lucky you may find your missing person. The  full 1881  Census returns  for Millbank can be found  transcribed elsewhere. The prison was closed by the time of the 1891 Census.
